Chandigarh: Congress MLA Navjot Singh Sidhu on Tuesday sought to annul the power purchase agreement (PPA) in Punjab through a law, saying hollow promises of free electricity have no meaning unless the Shiromani Akali Dal-Bharatiya Janata Party These agreements signed during the previous government of the U.S. are not revoked.
The cricketer-turned-politician also said in a series of tweets that if the fixed charges being paid to private power plants under the PPA are not paid, then the cost of electricity may become cheaper. Amidst the power crisis in Punjab, Sidhu has been raising the issue of PPA especially for the last few days.
In a tweet, Sidhu said, “Hollow promises of free electricity have no meaning, unless the PPA is revoked through a “new law in the Punjab Assembly”…unless the PPA is defective. Clauses are binding on Punjab, 300 units of free electricity is just a fantasy.
Hollow promises of Free power have No meaning until PPAs are annulled through a “New Legislation in Punjab Vidhan Sabha” … 300 units of free power is merely a fantasy, until the faulty clauses in PPAs are keeping Punjab bonded … 1/ 6

The Aam Aadmi Party (AAP) has promised free electricity up to 300 units if voted to power next year. Sidhu on July 4 had also advocated for providing free electricity up to 300 units and round the clock electricity to consumers in the state.
Sidhu, MLA from Amritsar East seat, claimed, “PPAs compel Punjab to pay fixed duty for 100 per cent production, while other states do not pay more than 80 per cent…if under the PPA.” If these fixed charges are not paid to the private power plants, it will directly reduce the cost of electricity in Punjab by 1.20 per unit immediately.
Questioning the provisions of the power purchase agreement, Sidhu claimed that the PPAs signed during the previous government were based on wrong calculation of power demand in the state. He claimed, “The peak demand of 13,000-14,000 MW is only for four months, while the rest of the time the power demand remains in the range of 5000-6000 MW, but PPAs were prepared to pay the prescribed charges on the peak demand and It was signed.”
He claimed that the people of Punjab have spent thousands of crores more due to faulty PPAs.
